授業の目的と概要
We will look at how the basic theories of administration, management, evaluation, and planning are affected by the theories of cultural psychology. For example it is often assumed that effective personnel administration involves providing employees with choice of task that can be completed individually, defined linguistically, and evaluated meritocratically. Recent cultural psychology research has argued however that these assumptions are based in a Western educated, individualistic, rich, democratic world view that is not necessarily shared with, or appropriate in non-Western cultural contexts. We will critically examine these claims and consider ways in which public administration theory might be tweaked so as to be more appropriate in the cultures pertaining in the students culture.

We will attempt to understand how culture affects the way in which public administration should be implemented.
I will try and persuade students that the theory that East Asians are collectivist -- in the sense that they place a higher emphasis on group goals -- is a fallacy.
Students will introduce research at the intersection between culture and public administration.

第1回 Criticism of Rational Choice Theory and Rationality Rational choice is often argued to be based upon personal preferences and to lead to maximisation of personal utility based on the same. This is bound up with the suppoosition of meanings and ideas and the prevalance of rationality in Western societies is tied up with notions of Western Individualism. In this lecture I will introduce classical and recent research which argues that rationality is on the contrary a dialogue with a generalized other or "impartial spectator" that can be compared to an AI large language model and leads to collectivist behaviour.
