We often hear phrases like, "What is the government doing?" and "The government is to blame for the difficulties in our lives." What is the public management that surrounds us? What is the difference between "public management," "public administration," and "public business management"? First of all, what is "public"? What is the difference between "private" and "public"? Which should take priority? When you start thinking about it, it's hard to find an answer. In this lecture, we would like to first clarify the meaning of "public" in the context of our daily lives, and then consider the relationship between us students and citizens and "public." What services does the "public" provide us? What would happen if "public services" were eliminated? Are there enough "public services"? What is the quality of "public services"? Who decides the content and methods of "public services"?We would like to think together about such questions as: How should we change public services to improve our lives? What is the role of us as students and citizens?Lectures will be conducted in English, but Japanese will also be mixed in to suit your English level, so don't worry. International students and students from other faculties are also welcome to participate. The instructor has 36 years of administrative experience at JICA (Japan International Cooperation Agency).

To enable students to find common ground between government and administration and their own lives. To encourage active participation in classes. To acquire the skills to communicate their opinions to others in an easy-to-understand manner.Specifically, who provides the "public services" that surround us? What mechanisms are in place to consider, plan, and decide on the content of these "public services"? Who evaluates and improves their results? Based on questions such as, "How can we, as students and citizens, be involved in improving the quality of government services?", we will learn the basics of concepts such as "public administration," "public management," and "public business management."In addition, while experiencing life in Japan as a whole and in Yamaguchi, students will have the opportunity to think about questions such as "Is this the problem?" and "Can we improve it like this?", exchange opinions with friends, and present their ideas in English in front of everyone.Let's also think together about the SDGs (Sustainable Development Goals) and their next milestone, the SWGs (Sustainable Well-Being Goals).

In Part 2, they will deepen their understanding of national and local government. In Part 3, they will conduct group presentations and discussions in English aimed at solving problems. In addition, external people with government experience and experts will be invited to give lectures.
