There are just over four years left until 2030, the target year for the SDGs. Progress on many of the 17 goals has been delayed, and it is expected that the goals will be difficult to achieve overall. Many unresolved issues remain, particularly poverty and inequality, hunger and food shortages, healthcare and education, gender inequality, environmental conservation, climate change, conflict and war, and refugees. In Japan, Sustainable Well-being Goals (SWGs) have been proposed as a post-SDG agenda, but for many developing countries, achieving each of the SDGs remains an important challenge.
Many developing countries in Asia and Latin America have risen from the poorest to middle-income level and are striving for further economic development. However, in the process, new problems have arisen, such as income and asset disparities, environmental degradation, corruption and fraud, and political instability is increasing as people's expectations cannot be met. Furthermore, many people in African countries still live in absolute poverty, especially women and girls, people with disabilities and the elderly, and are at great risk of hunger, disease, disasters caused by climate change, and refugees due to war and conflict. How should national and local government officials, who are expected to resolve these situations, understand, plan, act, and reflect on their own actions? This lecture aims to develop the capabilities of young government officials, particularly those responsible for the socio-economic development of developing countries, and students aspiring to become civil servants in the future, by identifying ways to solve these problems from various angles. This lecture is part of the Japan International Cooperation Agency's (JICA) Graduate School of Development Studies program. The lecturer is a practitioner with 36 years of administrative experience at JICA.
