As political polarization increasingly shapes contemporary discourse, understanding government actions and their underlying intentions has never been more critical. This course offers a comprehensive exploration of public policy—its definition, purpose, and the rationale behind government interventions to address social challenges.
Students will critically analyze the characteristics of both effective and ineffective policies, examining how certain government actions influence intergenerational mobility, equal opportunity, and broader social and economic progress. The course will also investigate the unintended consequences of poorly designed policies, such as social exclusion or political capture, and explore the paradoxes that arise in policymaking.
Through the study of contemporary debates on key issues—including education, healthcare, and welfare policies—students will develop the analytical skills necessary to assess policy effectiveness beyond subjective perceptions. While some may have prior experience or interest in policymaking, this course emphasizes an objective, evidence-based approach to policy evaluation.
To excel, students should actively engage with socioeconomic issues and cultivate the ability to independently identify and analyze policy problems rather than relying solely on external guidance. The topics and methodologies covered may be adjusted to align with students' backgrounds and learning needs.

The course is divided into two main sections:
1. Conceptual Foundations of Public Policy The first half of the course introduces key theoretical frameworks and analytical approaches to public policy. Students will explore how policies are designed to serve the public interest, how issues are framed in policy discourse, and the broader role of public policies in governance and society.
2. Comparative Policy Analysis and Case Studies The second half of the course shifts to an applied perspective, focusing on public policies implemented in various countries represented by the students. Through case studies, students will critically analyze and evaluate policy measures, engaging in objective discussions on their effectiveness and broader implications. Selected public policies from Japan will also be introduced, contingent on student interest.
Additionally, there may be opportunities for field visits to relevant policy sites and discussions with policymakers, providing students with firsthand exposure to public policy implementation and decision-making processes. These experiences will enrich case study analysis and allow students to bridge theoretical concepts with real-world applications.
The course primarily consists of lectures and discussions, fostering an interactive learning environment that encourages critical engagement with policy issues from both theoretical and practical standpoints.

-Class Participation and presentation (60%): Students are expected to complete all assigned readings before class and actively participate in discussions. All students will be in charge of at least two reading material, and will prepare points to explain the contents and discuss in class. Engagement should include drawing connections between the assigned materials and relevant debates in the media and politics. Attendance will not be graded, as students are expected to be present in class. If a student misses more than 30% of the entire class, they will be excluded from the grading system or receive a failing grade.
-Policy Analysis Presentation (30%): Students will divide into three or four teams, with each team preparing a 30-minute professional presentation. The presentation should cover the main policies that have been implemented in a specific policy area, along with the major challenges that remain.
-Fieldwork trip (10%)
