授業の目的と概要
As political polarization increasingly shapes contemporary public discourse, understanding government actions and their underlying intentions has become more critical than ever. This course provides a comprehensive exploration of public policy, including its definition, objectives, and the rationale behind government interventions aimed at addressing social challenges.
Students will critically examine the characteristics of both effective and ineffective policies, with particular attention to how government actions influence intergenerational mobility, equal opportunity, and broader social and economic outcomes. The course also considers the unintended consequences of poorly designed policies—such as social exclusion and political capture—and explores the paradoxes inherent in the policymaking process.

Through the study of contemporary debates on key issues—including education, healthcare, and welfare policies—students will develop the analytical skills necessary to assess policy effectiveness beyond subjective perceptions. While some students may have prior experience or interest in policymaking, this course emphasizes an objective, evidence-based approach to policy evaluation.
To succeed in this course, students are expected to actively engage with socioeconomic issues and cultivate the ability to independently identify and analyze policy problems, rather than relying solely on external guidance. The topics and methodologies covered may be adjusted to align with students’ backgrounds and learning needs.

The course is divided into two main sections:

1. Conceptual Foundations of Public Policy
The first half of the course introduces key theoretical frameworks and analytical approaches to public policy. Students will examine how policies are designed to serve the public interest, how issues are framed within policy discourse, and the broader role of public policy in governance and society.

2. Comparative Policy Analysis and Case Studies
The second half of the course adopts a more applied perspective, focusing on public policies implemented in various countries represented by the students. Through case studies, students will critically analyze and evaluate policy measures, engaging in objective discussions of their effectiveness and broader implications. Selected public policies from Japan may also be introduced, depending on student interest.
Additionally, the course may include field visits to relevant policy sites and discussions with policymakers, providing students with firsthand exposure to policy implementation and decision-making processes. These experiences are intended to enrich case study analysis and help students connect theoretical concepts with real-world applications.
The course will primarily consist of lectures and discussions, fostering an interactive learning environment that encourages critical engagement with policy issues from both theoretical and practical perspectives.

成績評価法
Class Participation and Presentations (60%)
Students are expected to complete all assigned readings prior to class and actively participate in discussions. Each student will be responsible for leading the discussion of at least two assigned readings by preparing a clear summary and key discussion points. Active engagement should include drawing connections between the readings and relevant debates in media and politics.
Attendance itself will not be graded; however, students are expected to attend all classes. Students who miss more than 30% of the total class sessions may be excluded from the grading process or receive a failing grade.

Policy Analysis Presentation (40%)
Students will be divided into groups of three or four, with each group delivering a 30-minute professional presentation. The presentation should examine major policies implemented in a specific policy area and analyze the key challenges that remain.
